Minutes of the Joint Study Steering committee video meeting 02.12.04 Vaasa-Umeå.
9:00-11:15:
Participants: Ronny, Göran, Riku, Timo_V, Johanna and Jarmo.
(Kimmo was in USA and will return to the steering group work after his
journey)
Johanna Backman (chair), Jarmo Alander (secretary):
1. Comments on the last meeting notes: approved without changes.
(correction: Timo_V will participate rector meeting at Umeå 15th Dec 2004
Göran's material missing,
and suggestions for somewhat more verbose notes.).
2. Agenda: OK. while items 4 and 9 deleted as nonrelevant at this time.
3. Messages: Ronny: Swedish Energy Engineering Virtual University is starting in
next Autumn.
That is why Ronny will be occupied by that so that he
is not able to participate this project as coordinator.
We will return to this at item 5 (coordinators).
(Ronny could you supply the link to the virtual university, please?)
Six (6) universities in Sweden is participating the virtual university
(Gävle, Uppsala, KTH, Linköping, Karstad and Umeå)
Timo_V arrived.: In thermodynamics course about 11 students in Finland (and 30 in
Sweden). Currently planning labs in Umeå (nearly the same as for Umeån students).
Jarmo: mostly busy with the web system. BTW there are now altogether
about 50-100 a4 pages worth
of information on TAU-pages.
Riku: wants to resign from the steering group.
Johanna: no messages.

5. Coordinators: Jarmo: Vaasa is seeking a coordinator for post graduate studies. The job will
contain also Joint study coordination. The deadline for the application for
this open post id 17th December 2004. (more info on this can be found on UV home pages)
Tfe: no plans for the next coordinator.
Timo_V: one alternative is to have the Finnish coordinator to coordinate
also Umeå.
Johanna: deadline for the coordinator assignment is 15th February 2005.
(Without coordinator(s) the project will be cancelled and the funding reallocated.)
6. Reports from working groups: Ronny: suggestion for energy engineering courses to Timo submitted just before the
previous meeting still valid.
There was quite much discussion about this proposal and its high price and how it
could be fit to the project budget. Here main themes:
The courses are existing courses that are adapted as distance courses.
The price is quite high (160.000SEK/course).
Energy engineering as such is important topic but currently there are no
major's students in this area in Vaasa!
The possible courses could be FEMlab (Heat transport?) and Hydrodynamics (Fluidmechanics)
during next Fall.
Jarmo asked the chairlady to return back to agenda and re-enter this topic
in later in agenda. Riku: no activities because there does not seem to be mutual interests.
EMC course could be such a mutual interest.
Timo: labworks will be done in Wärtsilä lab next Spring (March-April).
For that is needed about 10.000SEK for travel.
7. New joint courses:
The attached plan was went through while trying to allocate resources to
various courses.
Johanna: It seems that the budget structure could be something as follows:
The total budget is 750.000SEK out of which 100.000SEK is work of each university
so that the funding to the project is actually 650.000SEK, which could be
further subdivided as
350.000SEK reserved for coordinators (and traveling etc) and
300.000SEK for joint courses.
The largest course funding proposed is for energy engineering (without any major's
students in Vaasa) 160.000SEK leaving 140.000SEK for all of the rest courses
(automation, telecom, computer science, electrical engineering, electronics).
8. Modules and working groups:
Most of this was covered in the above item.
Modules: were considered not necessary currently by Umeå.
Jarmo: we need to get the administration working on practical
things like registration of students and how the results are registered to
study register.
Very soon this means de facto joint modules such as the energy engineering
joint course group.
Riku: also there need to be rules for the study officers to deal with
modules consisting of joint courses even if there is not distinct joint modules.
In practise we need some funding for these activities also.
Also the administration has the feeling that funding is also needed to
support e.g. translation of official documents related to joint studies.
As a conclusion this important aspect of future and funding was quite
dynamically developing.
Jarmo: sorry if I could't follow all lines of discussion.
I think we need to rethink this budget part.
Could we continue by the rough figures and make
up the finer details in next meetings?
In any case we should have at least half a dozen course each having
about 15 students and about 4 persons involved per course giving us
in total about 100 students and 30 persons involved (some may be
participating several courses in practise).
I consider it still important to include computer science to
our workplan (Eklund).

by saying that this has been a very challenging project.
Jarmo: I think that we can all agree Johanna's opinion.

On 10th December there will be a half day Joint Study Double Degree seminar
in Vaasa. A representative from Ministry of Education will be there, also.
On 15th December the rectors will meet in Umeå.
There should also be somebody from Vaasa (Jarmo: Janne is available).

There was some discussion every now and then about the administration and coordination:
quite as many opinions as there were participants to these discussions.
Funding also raised some discussions and the traveling.
(when writing this the ferry is still on ground in front of Umeå harbor!)
From the the above we might conclude that running the courses seems to be
relatively easy, which is good news from the practical point of view.

Joint courses
At least the following courses would be nice to have
TAU (automation):
It has been suggested that the Vaasa polytechs would both join us.
I have discussed with Erkki Hakkarainen and he said that
their rector (Paaso) will make the decision; perhaps when
in Umeå on 15th Dec 2004.
It has also been suggested that both polytechs would pay
participation fee of 50.000SEK each as do the currently
participating institutes.

Budget for 2005
The total sum for year 2005 is 700.000 SEK (+ possibly the amount of polytechs fees =
100.000SEK).
On The Finnish side this means 350.000SEK, which could be allocated as follows:
50.000SEK for coordinator's expences
100.000SEK for work on joint modules
200.000SEK for work on implementing joint courses
100.000SEK optional for cooperation with the polytechs
How many students? An estimate (Jarmo) is that from Vaasa we will have
on the average 15 students / course.
How much personel will be involved? An estimate (Jarmo) is that
there will be 3 persons involved / course.
How much do the coordinators costs? I (Jarmo) have already put
50.000SEK for coordinator in Vaasa. This should also include his/her
traveling.
How much for traveling? It depends, if the ferry is moving etc.
Difficult to estimate.
How much will be allocated to different working groups?
My (Jarmo) proposal: allocation by the number of courses involved.
Jarmo: Should we also reserve some money to build telecom infra?

The time was just perfect for me because all international studies
coordinators from all higher education institutions in Vaasa (University
of Vaasa, Hanken – Swedish School of Economics, Åbo Akademi University,
Svenska Yrkeshögskolan and Vaasa Polytechnic) had a meeting on the same
day with the international staff at Umeå Universitet.
I agreeded with Ronny Östin från Umeå Universitet that I will be on the
boost at 13-15 pm. On the boost I noticed that quite many students were
surprised that representative of University of Vaasa was there. I
discussed about studying opportunities with c. 20 students and 4-5 of
them were really interested. I also met some teachers and lecturers who
were also interested in this kind of co-operation and were willing to
come to Vaasa to promote technology studies that are available at Umeå
Universitet.
As a result I would recommend that during the coming semesters, both
parties participate this kind of happenings and spread the information
about the project among the students and the lecturers.
